Warm greetings! The global new energy vehicle industry has entered a new stage of in-depth integration of electrification, intelligence and globalization. As an important global automotive market, Thailand boasts enormous potential in market scale, technological innovation and talent cultivation, with a robust development momentum in the new energy vehicle sector, emerging as a core growth driver for the new energy vehicle industry in Southeast Asia. To deepen international cooperation in the new energy vehicle industry’s talent cultivation and vocational education between China, Thailand and countries and regions along the Belt and Road, the World New Energy Vehicle Development Organization, China Society of Automotive Engineers (CSAE) and the National Steering Committee of Teaching for Automobile Vocational Education, China are scheduled to jointly hold the 2026 World New Energy Vehicle Congress (Thailand Forum) and International Cooperation Summit Forum on Talent Cultivation in Bangkok, Thailand on April 3rd-April 4th, 2026.
We cordially invite your esteemed institution to participate in this grand event. The Congress will launch and establishment of the “New Energy Vehicles Consortium for Joint Cultivation of High-Skilled Talents” (hereinafter referred to as the “Consortium”) for countries and regions along the Belt and Road, the release of the Regulations for the Construction and Operation and the Construction and Operation Standards of the “Chinauto” Project, as well as the simultaneous advancement of matching of international cooperation demands between Chinese and Thai institutions of higher educationand the construction and implementation of the Thailand “Chinauto” Project. To better facilitate the high-quality resource matching among Chinese and Thai institutions of higher education, leading Chinese-funded industrial chain enterprises and other relevant institutions, we hereby set out the relevant arrangements for inviting relevant Thai institutions of higher educationto participate in the Congress, join the Consortium as member units and take part in the Thailand “Chinauto” Project as follows:
I. Invitation to Participation in the 2026 World New Energy Vehicle Congress (Thailand Forum)
(I) Congress Theme: International Cooperation and the Internationalization of Skilled Talents
(II) Congress Date: April 3rd-4th , 2026
(III) Congress Venue: Grand Hall, The Athenee Hotel a Luxury Collection Hotel, Bangkok, Thailand
(IV) Congress Objectives: Focus on topics such as the innovation of international cooperation models for the cultivation of high-skilled new energy vehicle talents, the international mutual recognition of skill standards, and the cross-border sharing of teaching resources, aiming to build a global cooperation network for talent cultivation featuring industry-education integration and win-win cooperation.
(V) International Cooperative Project Matching: Thailand “Chinauto” Project, international student cultivation and international cooperative education.

Upon verification of the applicant’s identity by the organizing committee, an invitation letter will be sent to your unit via email, and you may attend the Congress with the invitation letter at that time.

(VIII) Participation Notes: No conference fee will be charged for this Congress; the participating personnel shall bear the expenses of round-trip transportation, accommodation and meals for the conference, accommodation and local transportation by themselves. All participants shall abide by the on-site management requirements of the Congress.
II. Invitation to Join the New Energy Vehicles Consortium for Joint Cultivation of High-Skilled Talents
(I) Background
Initiated jointly by the National Steering Committee of Teaching for Automobile Vocational Education, China Society of Automotive Engineers (CSAE) and the World New Energy Vehicle Development Organization, the Consortium is a non-profit cooperation platform composed of vocational education competent departments, industry organizations, leading automotive industrial chain enterprises, colleges and universities, research institutions and teaching equipment enterprises of various countries on a voluntary basis. Focusing on the global development needs of the new energy vehicle industry, the Consortium gives full play to the synergistic role of government departments, industry organizations, leading enterprises and colleges and universities from various countries, and promotes the establishment of an international cooperation platform for the joint cultivation of high-skilled new energy vehicle talents featuring cross-border talent co-education, faculty joint training, standard mutual recognition, technological joint research and resource sharing.
(II) Target Applicants: 10 institutions of higher education in Thailand with automotive-related majors and have a sincere willingness to conduct international cooperation.
(III) Application Eligibility:
1. Voluntarily apply for membership in the Consortium;
2. Fully recognize the Constitution of the New Energy Vehicles Consortium for Joint Cultivation of High-Skilled Talents;
3. Have a certain industry influence and resource advantages in the new energy vehicle industry and vocational education field, enterprises shall have overseas layout or cooperation intention, and colleges and universities shall offer automotive-related majors and have international cooperation capabilities;
4. Have independent legal person status;
5. Meet other conditions stipulated by the laws and regulations of the country (region) where the applicant unit is located and the Constitution of the Consortium.

(V) Application Method: Please fill in the Consortium Member Application Form (see Annex 3), affix the official seal of your institution, scan it into a PDF file and send it to the designated email address of the organizing committee: qchzw@sae-china.org. The email subject shall be uniformly formatted as: Consortium Membership Application + Full Name of Your Institution.
(VI) Selection and Certification: The organizing committee will set up a professional review panel to conduct a rigorous qualification assessment of all applicants. Institutions that pass the review will be invited to attend the preparatory meeting for the Consortium’s establishment and all activities of the Congress on 3rd - 4th April. After the Congress, all approved Consortium member institutions will be awarded an electronic Consortium Member Certificate issued by the organizers.
III. Invitation to Participate in the Thailand “Chinauto” Project
(I) Background
As one of the important initiatives of the Consortium to promote “international cooperation and skill globalization”, the Thailand “Chinauto” Project aims to explore and build a multi-stakeholder collaborative talent cultivation platform of “government, industry, colleges and enterprises” in Thailand, cultivating localized and adaptive technical and skilled talents for the local automotive industry and Chinese-funded enterprises. The Project consists of three levels: “Chinauto Skill Center”, “Chinauto Brand Workshop” and “Chinauto Skill Station”. Following the principles of equality and mutual benefit, adaptation to local conditions, industry-education integration, quality first, and joint construction and sharing, the participants will be led by eligible applying units and jointly construct the Project with relevant units such as Thai government departments, colleges and universities, and Chinese-funded automotive enterprises. Targeting mainly students of Thai colleges and universities and social personnel, the Project focuses on the cultivation of automotive technical and skilled talents, carrying out vocational education, skills training, technical services and achievement transformation and other work.
(II) Target Applicants: 30 institutions of higher education in Thailand that offer automotive-related majors and are willing to engage in international NEV talent cultivation cooperation.
(III) Application Requirements
1. Your institution that have launched automotive-related majors with a stable school-running scale; equipped with standard teaching and training venues and basic facilities, satisfying the core hardware conditions for talent cultivation; and staffed with 3–5 full-time teachers in automotive or related majors.
2. Priority shall be given to Thai institutions with experience in formulating teaching standards for automotive majors, construction standards for teaching and training conditions, and talent training quality standards, implementing China-Thailand cooperation projects, cooperating with leading Chinese-funded industrial chain enterprises, or conducting cross-border cooperation in automotive talent cultivation.
3. Your institution shall strictly implement the Project’s construction and operation in accordance with the Regulations for the Construction and Operation of the “Chinauto” Project (see Annex 4) and Construction and Operation Standards for the “Chinauto” Project (see Annex 5).
